All commercial Television is propaganda, what sells, sells. Certain laws are in place with regards to factual news gathering I would imagine taste and decency as well but apart from that the companies only have a responsibility to their shareholders. As long as the actual phone lines aren't rigged then they can edit or set the agenda for a program as they see fit.
The viewer has the ultimate sanction, they can simply choose not to watch a programme. The programme would simply be cancelled if enough people stopped watching.
You could always raise the issue with OFCOM and see if they uphold your complaint, I would be very interested in the response.
Showning bias in a light entertainment gameshow as far as I know is not against the law and very hard to prove, the BBC is often accused of both left and right wing bias but I cannot recall anything ever sticking.
