Overall yes there plan worked.
Observationally speaking I think Perez was very close to leaving the show. So they knew they had a spare room, it probably wasn't intended for him but they took the opportunity and its gonna pay off (he is still in here for 1), + everyone is talking about it and the housemates faces when he walked back in says it all.
