Katie IMO seems to have gotten away with so much that I would consider awful inappropriate behaviour but can't remember seeing her ever getting told off

No she hasn't that we have been told or seen Sue, however it seems that it is okay for her to threaten and even do those things.
Not however in my view it isn't, so I rightfully condemn her for those things and she should have had in my book,at the very least 2 'guidance chats' as to rules and behaviour if not actual warnings.
