I'm probably wrong but the forum and their issues are nothing to do with TiBB, as far as I'm aware a company called Vbulletin offer an online forum layout which smaller companies can adopt to create a community-specific website. There will be many other forums across the internet with the exact same layout and features such as
http://forums.somethingawful.com/ and
http://forum.bodybuilding.com/
You can make your own forum through the vbulletin website "in 15 minutes" for $180 a year
