Personally I think it could, by looking at other app developers such as
Tellybug (they make The X Factor, BGT and The Voice apps). With their apps, they include much more viewer interaction, free app voting and in-app games. Plus, they look and run much better than the current BB app. So I reckon if they got them to develop a new app for BB, then it would be a lot better than the current app is.
