Ruddy jobsworth.
The child was cycling the two miles to school, as against getting in a car.
We moan about childhood obesity , then when kids make the effort they get pulled up.
If the councils/government or whoever can't/won't provide cycle tracks for young kids then allow them on a pavement until they are old enough to be road wise.
