So, this Ursula and the Sea Goddess Ursula are two separate entities. I'm actually happy with that, there was too much inconsistency from "Ursula is a mythical, feared, super-powerful Goddess of the sea who nobody has seen in years" to "Oh, it's the sea witch, hey Ursula" so I'm pleased with this particular retcon (which I assume it is anyway ).
