Yes you're being confused, it's just drawing attention to the new government initiative to identify 'troubled families' and the questionable logic that surrounds what constitutes a 'troubled' family, how they are identified and the attachment of agencies is also worrying .
Note also how this has been kept very much on the down low?
Wouldn't have a £448 million scheme implemented nationwide been reported on extensively following trials, is this the method for saving the 12 billion...

Once identified £1000 is payable to the agency involved, and a further £800 once they are successfully off welfare, but what if they aren't after the mandatory 13 week work/training placement?
