It depends on the intent and the context, as I state in my OP

If it didn't then why hasn't Charley been booted ?. she used it days ago
Charleys incident was not reported. Did Charley use the word infront of Emily? If so then Charley may be partly to blame for Emily's feeling that the was allowed to use the word.
