Well i think the best thing to do is to increase the ban time, people aren't too bothered about being banned if it's only for a day, increase it to a week/two/ 30 days and they'll definitely tone it down

If you have a set system people will learn to follow the rules, If someones had a few infractions recently and they're not entirely sure how many points they are away from a ban, sometimes you can just get wound up enough and snap at members, leading to a higher point infraction and thus to a ban, which they wouldn't necessarily have got if they'd have known how many points they were going to get

My suggestion for a system a while back when this was discussed in admin was this (obviously it only works for things people do regularly...)

Say spamming. Once would get a warning, second time would be a straight ban. Third a longer ban, and so on. Slate gets wiped clean if it doesnt happen for a few months.

Same goes for insults, and all other regular rulebreaks

I think that was deemed unworkable though.
