Your making it into something that it really wasn't about though. Nigel wanted to make some political points over health tourism. If its a big issue, you highlight the scale of it in general terms, because that equates to quantifiable savings/benefits. He chose to highlight it by being controversial when he didn't need to be. That's a mistake and believe me, it will cost him the main stream vote.
