No, because Emily directed it at someone and Charley's black anyway so she can hardly be racist about her own colour.
You've missed the point. Emily was taken out because the of the word she used, not the context she used it in. Charley used the same word a week ago, and therefore, for the sake of equality, the context should be classed as irrelevant also. Ergo, Emily's punishment should have been shared with Charley.
