The producers did not seem to get what they thought they wanted, so during the silence protest, the BB producers seemed placed restrictions on the housemates, played the alarm noises (I wonder if they had any consideration for those who live locally - On BB3 there were noise complaints by local residents ), would not acknowledge them in the diary room and set fire to a cowboy hat.
