The problem is when they do face-to-face noms the producers clearly think it will cause drama when it does the complete opposite. Housemates make worthless nominations and create cop-out reasons so they don't come off that bad.
With normal nominations in the diary room and in private it results in housemates voting honestly with more blunt reasons.
If the producers really want to ramp up the drama get them to nominate normally then show the diary room nominations two days later to the house (I disagree with that too, although if they want drama that's the way to go).
