I am so down for this, and it would probably draw some interest back in since some of the audience would know who they are

I mean sure you can't really trust the public and we would probably end up with a ****ing terrible bunch of housemates, or at least a lot of them would be, but can you imagine the campaign they could run? There could be loads of hype, a shortlist of maybe 30 or 50 or even 100 housemates drawn up by the producers (that are actually almost all good, no duds, then that'd stop the public ruining things) for the viewers to vote on, and there could be billboards, campaign videos, special Big Brother related programmes interviewing the shortlist. Really getting people excited about some of the classic housemates from years gone by, in terms of promotion I think it could really work!
