This has pretty much already happened to a certain degree with Sky users. I'm with Sky and websites they deem as "adult content" are banned from 6am to 9pm. Have to ring them up or log into Sky account to disable the 'Shield' feature that blocks adult content between certain times.

I'm not quite sure what these bigger plans aims to do, I guess the start of internet censorship in the UK. Although as far as it comes to porn (may as well be blunt), if a child is old enough to access it then they're old enough to know what it is. Any sensible parent will also know to research how to censor this content from their child.
