1) many cultures don't even make as big of a deal out of breasts as we do. For instance when I went to Rwanda women walked around with no tops on and none made a big deal about it.... Also we've had many fatties in the fast who've walked around topless with moobs bigger than harry's and that was never a problem...
2) Bras were only invented like 100 years ago and their function was to replace bulky corsets as dresses were getting sleeker and corsets were just to bulky. Now a days there are used more to keep breasts from sagging.
