He could have looked away, it's not either of their faults that they were handcuffed together, she had to change so she changed, he didn't have to see it, he could have easily looked away, which he did in the end.
I think she walks around, topless, she has never walked around fully naked, because she's comfortable like that, everyone knows that women who do that don't win or get very far in the show, so it obviously isn't part of a game plan to win because i don't think anyone is that stupid, it's comfort and something she's just used to, it's not her problem that other people are so seemingly offended by breasts
