even if there was a sign, do we really think a bunch of drunk and drugged college kids would heed it?
The fact is it was a tiny balcony, that no intelligent person would look at and think was designed to "party" on. Any intelligent person would look at it and think immediately it was designed to put plants on and look nice, not hoards of drunk kids.
