You're right, bitching doesn't have to be bullying, though it can be.
The thing about bullying is, it can happen in so many different ways and so is often hard to identify. Take a group of people like the BB HM's and observe their reaction to a single person. If a large percentage of that group appear to be intimidated by one individual, then the chances are, that individual is a bully. Chloe (who is clearly terrified of her), Nikki, Sam, Jack and Harry are intimidated by Helen...I don't think Brian was but he could see how she was unnerving other members in the house and that really upset him. Brian is a sensitive soul towards others but I don't for a moment feel he was being bullied...he was just emotionally frustrated.
Helen uses indirect bullying tactics by creating a power imbalance in the house. From the moment she entered the house she put herself in a position of power by openly belittling Harry and deliberately leaving her out. She had already teamed up with Marc who is very similar to herself and between the two of them they continued to treat certain people in a negative passive aggressive way. Both Marc and Helen have continually tag-team recruits by suggesting to other HM's (who feel intimidated by her) not to be friends with certain people.
That would be seen by any psychiatrist/psychologist as a form of bullying.
