Default New ofcom tv voting rules come into procedure tomorrow..

..This could be the reason why they've held off opening the lines
Quote:
From July 1, broadcasters will no longer get away with: “Calls cost Xp from a BT landline. Other landlines may vary and calls from mobiles may cost considerably more.”

Instead they will have to state their “service charge” while phone companies will have to spell out their “access charge” to 084, 087 and 09 numbers used by the broadcasters when they send out bills and contracts.

The changes to the lucrative numbers dialled by viewers to cast votes for their favourite acts or celebrities mean from July, announcers on phone-in shows will have to say: “Calls cost Xp plus your phone company’s access charge.”

Telecoms regulator Ofcom said the new system allows viewers to work out the exact cost of the call rather than face bill shock weeks later.
