I doubt very much his dad knew he would get a chance to phone his son during a task, and would have made an exception and would have relished that little chat. Chloe 'knew' Jack had zero in his cash bag and could have persuaded Jack to talk with his dad, maybe she was worried his Dad would spill the beans on what a conniving little so and so she is. And as for her not being very bright, she is all there, she knows exactly what she is doing.
