I think it's a load of rubbish. Firstly, the article says the facts are unsubstantiated and secondly even if she has slept with the number of people she says and she's not making it up (which is criminal in itself), you can have unprotected sex with someone who is HIV positive without contracting the virus so the chances are she won't have infected that many people. However, if it's true or not she needs stopping....
