There are certain types of people who make sure their opinions are known by everyone and they always get put in the house because it makes for good TV. Most people, or at least those of whom I've come across, don't actually behave like that though and wouldn't get involved in an argument unless it directly concerns them. I think Scoop just wants to get through his time in peace, nothing wrong with that. Some may call it fence sitting, I call it sensible.
I think it's good to have a mixture of both personality types in the house.
