I think I know how Clara will leave too. She's travelling with the Doctor to run away from the fact that Danny's dead so I think something will cause her to face his death and deal with it and then she'll leave because she'll see that travelling with the Doctor won't help her in the long run. She'll outgrow him basically, I think.

The War Minister thing sounds very interesting, sounds like it will be related to earth somehow too. The Clara stuff is interesting, all through he run it seems that he thing is that she is slowly becoming like The Doctor, would be interesting if Gallifrey did return and she was made a Timelady.
