The 'difference', is a cultural issue frankly as the grubby sexualised English perception isn't accepted elsewhere. Josh was saying it's inequality and at the heart it is, I would agree, the whole reason men and women are treated differently from the waist up is due to this. Go to many other European cities and women walk around on the beach topless, mothers nurse babies and the world turns.
