Men and women are physiologically different, yes, but the only reason women aren't allowed to be topless in public is because as a society we've sexualised boobs. They aren't inherently sexual, they exist mainly to feed children.

There is absolutely no reason why men and women shouldn't both be allowed to go topless - or even naked for that reason, in most public places. Live and let live, etc etc.
