I'm thinking they're gonna have Cruella drive past as a little Easter egg (hence the stand-in). If that's the case, I assume Victoria was unavailable.
Of course, there's still a chance the stand-in was temporary (but I'm not getting my hopes up for a significant Cruella return beyond a brief drive-by appearance). Still, if they can't actually have the actual actor for a particular dead villain appear, it's good to still have them show up in some small way.
