I agree but it's probably just done for a more dramatic effect too because it'd be boring if it was a very similar bottom 2 in every vote announcement, plus it gives some campmates that want to leave the hope that they might and then they can snatch it away
and then make a campmate that wants to leave think they're safe when they are actually sort of in danger of leaving.
