50 years =/= unprecidented... these areas are flood plains and so, by definition, have flooded before throughout history. Probably thousands of times. They haven't flooded like this
for a while but that's where the logical flaw is... "hasn't happened for a while" doesn't mean "will never happen again".
Flood plains flood. Once all of this is over, they can fix up the damage, they can try to build better flood defenses but if there's one thing you can 100%
guarantee... it's that the same places will flood again one day. Might be next year, might be in 20, might be 200... but it will happen... because of geography, and the physics of liquids.
