We had this debate a few months ago,I still say they need to empty bins more regularly and make sure public bins are empty.
I am sick of seeing overflowing public bins and even worse when they come to empty them, they often drop bits of litter themselves then go off and leave it.
Even on domestic bins, I could be fined if I out my rubbish in someone elses bin, however round come the bin men, with some frontman checking the bins and if he sees a bin with just a couple of bags in it, he piles it up on top of another bin.
I've seen with the wind, those bags then blow off and the bag open with the contents all over the place.
Who is actually dropping the litter and therefore are the real reason for more litter in the streets.
Work that out completely and assuredly before you talk about fining people.
Also,I observed a few weeks ago, a cat scratching around in a public bin sending the contents all over too.
It is funny what can be seen going on if people walk round with their eyes open before just preaching the fining vehicle and possibly condemning innocents some of the time.
