Big Brother is supposed to be an emotionless and impartial figure, am I missing anything from that particular moment which prompted such a odd reaction? Surely BB have had people equally as angry as Megan in the diary room before?

They didn't call her to the DR immediately because Stephanie was in there crying about her boyfriend, I've never seen an ep where BB have had to ask a HM to vacate the DR as they need it
