The complaints for stuff like that only ever started since CBB5, because there were other examples of vile behaviour that nothing was done about in other series. In BB7, Richard and Sezer were the ringleaders in bullying Shahbaz, and a few other housemates joined in at times, yet nothing was done about that.
And even this year it's happening. I like Charley, but I would say she "bullied" Brian the other night by saying he looked pathetic, taunting him to provoke a further reaction. Also, Gerry has threatened to make someone else "crack" by slagging them off for their weight and constantly makes sly remarks and taunts and teases on a regular basis to get a reaction from people. Yet nothing was done about any of that.
If there is racism people complain and there is an uproar, and rightly so, which is probably why Jade was treated so badly as her bullying was seen as racist bullying. But if it's just bullying that doesn't seem to have racist motives, it isn't seen to be as bad when in fact it is still awful and shouldn't be tolerated.
