I don't understand the logic either. I kind of feel like when people say that, it's just them trying to appease people. It's like they're offering some sort of compromise, as if they see it as meeting in the middle and maybe it will make pro-choice people more likely to 'compromise'. Otherwise, it just doesn't really make any sense.
