Obviously, Bayern and BVB are the biggest two clubs in Germany, but can Hertha Berlin, who are having a great season in #3 in Bundesliga, become a force due to being in the capital , the same way PSG 1970 due to its attractive capital location gained rich middle Eastern sugar daddies to improve and become a properly established new French dominate force over Lyon, Monacco etc.
