One of the problems is, Romanian gypsies (often hard workers) know we pay a lot more than what they earn in Romania. What they don't consider is the cost of living in the UK, especially in and around London. Its all subjective because whilst they may only earn a pittance in Romania, it only costs a pittance to live. Another thing is, there are lots of very poor homeless Romanians and the social system, though getting better, don't support them. You are better off being homeless in Britain than you are being homeless in Romania, especially if you have children.
