There's no difference in the level of fakeness with those two. The difference is control of it. Frankie is in people pleasing default setting and he is fake when he is charmed into Bear's close proximity. Be it the den or Bear asking for a hug. Sometimes when Bear demands a hug, he has already delivered diary room speeches regarding hm's fakeness. I feel it's a clever tactic to show them up further to the viewing public. He's probably more than aware that Frankie bitches in the Dr. Motioning for Frankie to come in for a hug or a special exclusive invite to a den is then Bear validating to himself that those who accept readily a hug or his special treatment are also fake for viewers. I see major control. Frankie is being played like a fiddle. I dislike Bear but he's many steps ahead of Frankie Imo as a gameplayer.
