You can.
If you leave the .torrent file open in your torrent client it uploads to other people. Once you've finished downloading a file you should copy and paste it into another folder so you can rename it whilst watching it or whatever etc without it effecting the upload though.
And yes, it's very illegal
There's been thousands of law-suits over it's usage.
