I remember reading a story about a bus driver who wouldn't let a woman on the bus late at night because she was 20p short of her fare so she had to walk home and she ended up being attacked. And that isn't technically the bus drivers fault, he was just following the rules, but sometimes common sense/common decency and looking at the individual situation would tell you to make an exception for some people, some of the time.
In my city.... I have seen several bus drivers over many rides using their own judgement to allow someone on short on fair or with no fair.... based on the situation. I have personally had a bus driver allow me on when a dollar went missing from my fair change. I guess, my point in sharing this is, in all jobs there are rules yes, but there is always room for humanity in bending or breaking those rules. You can't lump all people into the same box based on rules, that isn't the true definition of fairness. We are people, not robots....and we need to treat each other with dignity and respect in all our jobs and positions of authority.
