Der Spiegel reports that some internal information from the Berlin terror investigation may have leaked from police to a German right-wing leader.

The relevant entry is at 19:10 (7:10 PM Central European Time). Pegida is a right-wing grass-roots organization popular with middle-class Germans. The papers in question are apparently identity documents of the new suspect found in the cab of the truck.
Pegida spokesperson Lutz Bachmann caused confusion with a tweet as early as Monday night, by talking about a "Tunisian Muslim" as perpetrator. He claimed to have received this information from internal sources of the Berlin police leadership. At the time of the tweet, the attack on the Christmas market was only two hours old. Bachmanns statement contradicts representations of the Berlin police, which stated that the papers have only been found later. Only those papers have led to the manhunt for the current suspect. His name has only been published today (Wednesday). Bachmann wrote today on Twitter: "So my information from one hour after the attack was right, after all? Police are now looking for a Tunisian..."

The innocent guy was a refugee. The current suspect has been rejected as a refugee, and Germany had actually attempted to deport him. It failed because Tunisia didn't issue him travel documents (they actually, at the time, claimed he wasn't a Tunisian citizen).
The only reason he was even walking around Germany was that Germany hadn't managed to get rid of him.
