This is a top down problem. The government gives a budget to all its councils and the council has to budget that money accordingly. They simply don't get enough funding to pay the huge costs of landfill and recycling and so are left with no choice than to opt for fewer collections. The local councils are between a rock and a hard place. They either spend more on local rubbish collections at the expense of housing and planning or they reduce the number of collection days at the expense of job losses.
This is exactly how the government sell off and privatize our social assets. They reduce funding to the point of failure and then tell us all its not working and needs to be privatized.
