They're "pseudorandom" in that you never know when they're going to pay out, but not truly random like a physical roulette wheel, the number is just picked by a random number generator. But the number is picked as soon as the button is pressed and the animation of the wheel spinning is just for "fun" and to make it feel like real roulette... On the oldest version (which they keep around alongside new ones because some of the older guys don't like it to change) it was literally just a pre-recorded video for each number, so people who have been playing it for a long time know which video is playing as soon as the ball drops, and therefore know which number it's going to land on.
Also means that the game result is available on the machine log on the staff computers as soon as the button is pressed, too, even on the new versions, so if you want to really mess with someone's head you can shout out the number to them before it lands and they start to think that it's being controlled

. It genuinely isn't, we can just see the result as soon as it's generated before the cartoon plays.
