We can all start mouthing off and screeching "castrate them all!" or "lock them up foreverrrr" but it's just that. Loud noises. We know that's not actually going to happen. So in the mean time, back in the real world, people are looking for real and creative rehabilitation solutions that might actually stop innocent people from ending up victims.
How about in the real world we lock them up every time they commit an offence with recidivist offenders being locked up permanently - maybe in a mental health institution.

Should not a more caring system be more concerned with protecting the majority, the innocent victims, rather than the minority repeat offenders.
