There was an old Doctor Who episode where voting was compulsory, but (I might be misremembering) instead of voting for the next leader, they voted whether or not to kill the current one. I'm sure there's also a handful of dystopian books and films where voting is compulsory.
But yeah, women now have the right to choose to vote, and this time around Jess chose not to.
