If a transsexual person can't afford gender reassignment surgery it should be available on the NHS. It's not a persons fault that they are transsexual, it's not a decision they make, not correcting it can lead to severe mental problems and suicide attempts. If treatment is possible for them I think it's cruel to deny it.
However if somebody is financially well off and can afford the treatment without using NHS funds then yes paying for it themselves would be ideal.
