It was Labour and Harold Wilson who when elected in 1974,did a rather weak re negotiation of terms and then held a referendum in 1975, as to the UK staying in or coming out.
No vote was held before the treaty was signed and the UK in,in 1973.

She was referring to the EEC ref in 1975, only national UK-wide referendum held in the 20th Century. Heath took us into the common market earlier.
