Weeell... if it WAS real then I suppose actually throwing water on people (and definitely, scaring people who might think it was a real acid attack) could be considered a form of assault, so maybe some sort of charge. But for what it actually is (i.e. fairly obvious that the "targets" are either friends of his or have been paid to take part) I don't see how it qualifies as law breaking. If stupidity was an imprisonable offense, there's be more people behind bars than out in the world .
