To the extent it could have ethically been done in that case. It's difficult when the perpetrators are children, we need to believe they can be rehabilitated because the idea of a life sentence for a child is monstrous no matter the circumstances.
Jon Venables has since shown that he cannot be rehabilitated and I don't think he should have ever been released when he started re-offending.
