It is possible though to have high emotional intelligence and be capable of being extremely caring and personable... but then behind people's backs or in roles where you have power, abusing it and misusing it in the same capacity... but if he was a sociopath, then he could simply have been mimicking all the behavior of an caring human being, while only really caring about his own motives in the end... I'd say charisma levels are fairly proportionate to emotional intelligence
