Yeah this sounds a possible idea.

Yes people would find ways of getting around it, I mean if my net was restricted i could just go on my mobile and use data, but it would be a pain in the arse to HAVE to do that. Not sure how possible this would be in practise though, they would have to get all ISPs to agree to it.

They do need to do something about it..I recieve threats fairly often on twitter but just write them off as twitter is a cesspit and it doesn't really bother me as my twitter is pretty anonymous. I have absolutely no idea how they linked my personal facebook though. They are in different names, on different email addresses and everything

But people really do need some kind of punishment for sending threats to others like. its beyond a joke

If I was famous, then the people sending these threats would be locked up by now.
